HACP proof tells a reviewer what happened under an approved boundary. It does not decide that the result is acceptable.
Evidence supports a decision
Evidence can show the request, scope, custody, returned findings, validation results, and stop state. That makes the next human decision more reviewable.
Evidence does not approve publication, merge, runtime execution, autonomous continuation, or any outcome by itself.

Approval stays human
HACP records approvals and evidence. It does not itself execute work. HACP does not approve outcomes. Human approval remains explicit.
